Seems someone update the translation without join the team on transifex

Hi guys,
I am the coordinator of zh_CN team.

I found that someone uploaded several Chinese translations of Fedora
project on transifex. But this guy is not belong any translation team
according to his/her personal profile on transifex[1]. I've never seen any
join request from him, and subscribe request to the mailing lists. But he
is in zh_CN team member list now[2]. There is no info about him in FAS.

I have no idea about this. What you guys think?  How could someone join the
team without sending a request first?
If my content is out of topic please tell me which list is appropriate for
this issue?
