Owen is not responsible for RH i18n issue.

If you want proceed Fedora Bangla support, you need to say objection
for the current Fedora i18n policy, which set the i18n target to the
'major' languages.

And, you can also distribute Bangla extra package outside of
Fedora Core as Trond says.
