status on test2 relnotes for trans

FDP is now three days behind schedule to deliver XML for translation for
test2.

I am trying to get this put together as soon as possible.

20 December at Midnight UTC is the farthest I can push out the schedule
to accept incoming translations for the ISO.

Any translation work that happens after 20 December is going to be
published on the Web-only version of the relnotes:
