Addition of 2nd language and Addition of Iloko locale

Hi,
I was wondering how I can add myself to the Tagalog locale. When I signed
up, I added only English. The sign-up page was rather cryptic.
I entered a bug to the bugzilla
(https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=215644) to add Iloko.
It was resolved as CLOSED DEFFERED. Now, there needs to be an update to the
docs that mention adding a locale because nowhere do I see in the link that
was mentioned in the bug about the 90% that Jeremy Katz mentioned.
In addition, what constitutes 90%? 90% of anaconda? Or, 90% of the entire
OS? That is what I like to know. After the 90% is done, who is supposed to
confirm that it's 90%?
Furthermore, I'd like to add Iloko to the drop down lists in the pages
http://i18n.redhat.com/cgi-bin/i18n-signup/ and
http://i18n.redhat.com/cgi-bin/i18n-status if at all possible. Who should I
contact in regards?
