Auto detect language on fedoraproject.org

Or, they can use the info the browser sends in the header...
'cause here in the gulf, we have people from all over the world, and not all
of them speak Arabic, so it's much better if they can choose the language
they want...
It's also a good idea to remember the user's preferred language, either by
cookies, or by IP address...
