DL listing vs. TX listing

I've made the rumpus on irc this morning, and got something below ;-)

Bug#438033 existed, and needs to be solved by the packager.

This must be essential module to be listed under F10.
New bug#463592 reported by Asgeir.

All bugs are tracked at the tracking bug of #436824.

For rest, those are under 'Various Fedora resources Release'.
To me this seems been neglected. Those many of developers wish to have
their packages translated and have registered with.
Any strategy for those?  How your language team address to those?
