Usually it's easy enough to see if there *has* been indeed a string
freeze break for a module: we look if strings in the POT file have
been changed recently. Checkout the Generate a new POT file and check
if there are new strings since the one before the freeze.

I guess this creation-date info has been taken from Damned Lies. DL
isn't reliable since POTs are created there often. Looking at the VCS
the developer *has* indeed updated the POT file but he hasn't
introduced any new strings.

Looking at the source repo, one can see that past commits did not
change the code (POT doesn't exist, dynamically created):
