This feature has been available since Transifex 0.6, it's a option in
the config files:

  http://docs.transifex.org/releases/0.6.html#translation-file-archives

This feature creates the archive files dynamically, so I'd advice to
keep an eye on the server or setup some robots.txt to control the
access there.
