Docs website components now ready for translation

Hi all --

As part of the forthcoming major changes to docs.fedoraproject.org, the 
documentation site will be translatable for the first time!

You can see a very incomplete sample of the general layout here:

The welcome page of the site and a few other components are now 
available on Transifex here --
