This I don't know.  When Tx went from 0.4 -> 0.7 it was a bit painful,
because the changes were very substantial.  However, Dimitris has
mentioned here on this list[1] that the transition from 0.7 -> 0.8 ->
0.9 is relatively painless.

If anyone wants this transition to happen, though, it's not going to
happen by itself.  Moving from 0.7 -> 0.9 requires some volunteers to
commit to the work to make it happen.  That work includes
communicating with the Infrastructure team, and then doing test
transitions, staging, and production moves.  I'd probably recommend
that *not* happen at this point in the release cycle, but the L10n
team could start planning now, to do it after F14 GA.
