L10N migration to transifex.net

[Tseng, Cheng-Chia]

The Transifex.net instance appears to be not able to download source
file (.pot), that cause translators work more to create a new po or to
simply update their local po file; while the fedora one still provides
the function to download the pot file.

In my opinion, although the new features provided by v1.1.0 instance
are quite awesome (at least for me), there are still some flaws should
be fixed as soon as possible to be the new translation platform for
Fedora translators.
