Licensing of transifex.net translations

Hi!

Exported from transifex.net Fedora translation files have the following  
licensing message in the header:

# This file is distributed under the same license as the PACKAGE package.

Does this statement has any legal sense?

Is it legal to change it from, e.g.

# This file is distributed under the same license as the setroubleshoot  
package.

to

# This file is distributed under the same license as the PACKAGE package.

?

What is the licensing of all Transifex translations?
