Bengali (bn) and Bengali (bn_BD) teams need to be merged

bn and bn_BD is not connected to bn_IN. So lets keep bn_IN out of this
discussion *please*. And yes.. bn_IN has translations in place for more than 11
releases now.

Just for information purposes - bn was the original code of the Bengali team
(thats been around for years now) and bn_BD was the redundancy created for the
publican related requirement.
