Yes, there is: Perkamon [1], and uses a git system for managing the
files [2]. The Debian French translation team is very active there, so
perhaps you may want to contact them. I think Dennis Barbier [3] will be
your best source and you can find him in the po4a list [4].
(Also you may want to contact Pablo Martín-Gomez, who seems to know
better about this [5])
We are also -at the Spanish team- having conversations with the Debian
team, but since we need to upgrade from manpages v.1.55 to v.3.23 (at
least), there's a lot of work needed to be done before finding a host.
