I sent a message to a couple of these maintainers to ask them whether
this is intentional or not.

If you have doubts whether a project is correctly setup, or why a
language is missing etc, do not hesitate send the maintainer a message
directly. The maintainers control the way access is given to their
project. This can be done by clicking on a person's username on the
site.
