It is not the problem of Publican, imho.

Just look at this page stats:
http://www.transifex.net/projects/p/fedora/r/fedora-15/

Even "en" locale is not 100% translated (very fun). 

The reason is that certmonger, pam_krb5, and pkinit-nss use <lang>_<COUNTRY> model, hence their translations cannot be reached by Fedora teams in <locale> model.

Can I ask what to do? Should I ask for creation of "uk_UA"?
