Nope. They do it when they change things, but it is not an actual feature.

Definitely YES!
Cause some projects don't have POs on their repo.

Actually in the French team I have a  cron task who pulls and add in a
git repo all translations.
This could definitely be implemented somewhere on infra. Should it be?
This question should be raised louder I think.
I could work on that if needed, I've already written some scripts
(which would need few updates).

You could:
- Ask the local translation team if you/they have backups
- See the project repo if it has POs in it
- Ask the project maintainer through Bugzilla if he has a clue
- try with the transifex team, but I don't think that they would be
able to assist.
