[russian] small change on your translation (fedoraproject.org)

Hi guys,

The website failed to build because of one translation, this time it
was on the ru.po file.
I've made the necessary change and pushed to transifex.net (only the
russian team is concerned).

I've replaced the wikipedia url
"http://ru.wikipedia.org/wiki/%D0%9E%D0%BF%D0%B5%D1%80%D0%B0%D1%86%D0%B8%D0%BE%D0%BD%D0%BD%D0%B0%D1%8F_%D1%81%D0%B8%D1%81%D1%82%D0%B5%D0%BC%D0%B0"
which gave us the error by the utf8 one,
"http://ru.wikipedia.org/wiki/Операционная_система".

Our Genshi template was not so happy with all this percent characters,
it were looking for arguments.
Please avoid them next time :)
