Is transifex not accepting uploads?

There IS still something fishy going on when uploading.

If I go to

    https://fedora.transifex.com/projects/p/fedora/language/sv/

click on "virt-viewer" and then "Upload file", nothing happens.  The
string "Upload file" gets underlined when I hoover over it.

If I instead go to

    https://fedora.transifex.com/projects/p/fedora/r/all-resources/l/sv/

and do the same, I DO get a file selection dialog, and the uploading
works.  The string "Upload file" is NOT underlined when I hoover over
it.

This was tried one directly after the other.  What is going on?
