I think we should be using the de facto gettext/glibc standard, as most of our
software currently do (GNOME, freedesktop.org, Fedora-specific apps, many
others). It's almost exclusively xx, and xx_YY only in some specific cases
where it makes sense (namely bn_IN, en_GB, pt_BR, sr at latin, zh_CN, zh_TW). It
would probably make it easier to use for software developers, and translators
as well.
