Snkarshan, thank you for pointing this.
I've now updated the plan page [1], and tried to describe a little more.
Zanata team is not familiar with Fedora Localization activity, and we 
have to tell them what we want. Ping me and I can make you all admin.

The dates from/to for stage 0 have been set. This is flexible.

This would be fully dependable on the result from the test on the test 
instance. afaik, this instance will be live, and need more inputs and 
consensus before deployment I guess.
