Zanata test instance (localized-zanatatest.itos.redhat.com) outage notice

Thanks for that Patrick.

We're going to need to set up something automated for this. Groovy 
perhaps? I've groovy-fied Openshift deployment scripts before and it 
works well. Any ideas?
