New version and some adjusts in L10N/Guide

Hi all,

    Seeing the main Guide L10N(https://fedoraproject.org/wiki/L10N/Guide)
 our main guide, found some broken links, I made one new version the whole
process and more adjusts in some parts to help new contributors. The team
that I'm the coordinator will now  to translate this, suggestions,
comments, criticisms are welcome.
