Do not translate the "Services and Daemons" chapter in the SysAdmin
Guide. It will be replaced very soon. It is safe to translate other
chapters in the SysAdmin Guide.
The Networking Guide needs one more revision as there are some minor
updates (most already committed to git but one or two more coming).
