Description of problem:
When I choose my locale kk_KZ (Kazakh Kazakhstan) then in the calendar pop down
the calendar is shown in US style, i.e. with Sunday as the first day of week.
It must be Monday.

Fedora 22
How reproducible:
Steps to Reproduce:
1. In Fedora 22 open Gnome Control Center (aka Settings)
2. Click on Region and Language
3. Click on Formats
4. Scroll down to the end where there are languages with non-latin names
5. Find Қазақстан
6. Reboot or relogin
7. Click on the clock in the center of the top panel
Actual results:
In the calendar the week starts with Sunday (Жк)
Expected results:
The week should start with Monday (Дс)

Open as a root the /usr/share/i18n/locales/kk_KZ
At the end of LC_TIME section add following lines
week 7;19971130;4
first_weekday 2
first_workday 2
Run
sudo localedef --inputfile kk_KZ --charmap UTF-8 kk_KZ.UTF-8
