The comment #24 doesn't cleanly apply, but I tried hacking rc.sysinit such that
"Initialize pseudo-random number generator" and "if [ -f /etc/crypttab ]" were
before "Mount all other filesystems", 

I guess there have been other changes in rc.sysinit
