This error can have various cases. Originally it was caused by some funky use
of device pointers in btrfs.

What you are seeing right know probably is not an error. grubby updates all
grub config file it finds - /boot/grub/menu.lst and /boot/grub2/grub.cfg. After
going to F16 with grub2, you probably have grub1 config empty. The error
emitted is from parsing empty grub1 config. As you shown, grub2 config file is
updated correctly.
If you delete grub1 config file, warning should go away.
