Both are fantastic products. However, the Shorewall module for Webmin was 
not produced by the Shorewall author but by someone else trying to be 
helpful. It (the shorewall module for webmin) does not fully support recent 
versions of Shorewall and I do not recommend it.

Use Webmin. Use Shorewall. Just don't try to use Webmin to configure 
Shorewall. :-)
