Fedora breaks dhcpd, RH9 doesn't?

Bet lost, I'm afraid! ;-)
If I do this: I get this:
[root at host root]# chkconfig --list dhcpd
dhcpd           0:off   1:off   2:off   3:on    4:on    5:on    6:off
--and
[root at host root]# service dhcpd status
dhcpd (pid 1718) is running...

HOWEVER....May be solved...I (dunno why this should affect anything, but..) remotely recompiled my pppoe, (reckoned that was the only thing different in the 2 installations - I'd used the same one for 2.4.20)
stuffed it in /usr/local/bin (as instructed), rebooted, (I've rebooted several times today) forgot it for a bit, 
just looked at my lease file, and now (my wife's been at home all day - she's using her machine, but couldn't get Internet access until about 14:15...I've been asking her to try regularly) I've got 

lease 192.168.0.50 {
  starts 3 2003/12/10 12:26:03; # Note time??!
  ends 4 2003/12/11 12:26:03;
  binding state active;
  next binding state free;
  hardware ethernet 00:0d:9d:46:A5:eb;
  uid "\001\000\015\235F5\353";
  client-hostname "pc3658";
}

Which is bloody odd, because of the following:
1) Internet access (thro' pppoe) was always working fine. Therefore, this shouldn't affect it.
2) [root at host root]# uptime
 15:08:23  up 45 min,  1 user,  load average: 0.00, 0.00, 0.00, yet you'll notice that I recompiled and rebooted 
at something like 14:15....
Date and time are correct. So, if the lease file's correct, it started before the recompile...

I'm wondering if I've got a flaky eth1 card that works when hot...

I'll experiment more and post under this thread. I'm not convinced yet...
I took great pains to ensure each install was identical.
In other words, the only possible change I've made today is to recompile pppoe....
