Flash License

As a followup, Macromedia have now agreed with me in saying that there is no
License suitable for an admin install of flash on linux across multiple
machines.  They've passed this request onwards and upwards to see if this can
change.

So for the moment it looks like I'll have to simply point users to install it
themselves, which is annoying.
