ntptrace missing from the ntp package

Fedora Core 1 and RH9 both provide the ntp-4.1.2 rpm (Everything install), but Fedora's version is
missing the ntptrace program while RH9 does have it.  I googled around and couldn't find any
mention of this change.  Any ideas why ntptrace was left out?  (The ntptrace man page is
installed, but not the program).
