I believe the kernel  is now using the centrino_speedstep.c code. (I may be
wrong with the file name) and it uses the cpufreq code to produce scaling.

For Dynamic loading, there's cpudyn but I hear the new cpufreqd is better
than cpudyn.

I'm not sure if this answers your Q or if it was the correct thing to answer
in the 1st place.
