The one issue here is that often there are changes that
go across several packages; i.e., for package 'wibble', you'll
have a local 'added frobozz support' change that just applies to
it, and a local 'retrofitted to deal with squizzle' that applies
to it and six other packages, and without all six, you don't
get the feature.
