I haven't checked your file, but here's a related tip anyways:

IE has/had a moronic, idiotic bug where you have to to put http:// explicitly
if you use a port number.

This bug also has been known to confuse the browser so badly that you have
to restart it before it will do anything else.

(Don't ask me what is minimum sufficient behaviour to restart IE, since it's built-in to the
OS I don't know.)
