Is it possible you have turned off the cups service? I had a similar problem
that printing would not work on reboot until I reran redhat-config-printer.
Tim helped me discover it was simply that I had disabled cups as a service,
and redhat-config-printer runs cupsd for that session. Have a look in the
redhat-config-services applet.
