Or, you could use:
rpm -i --excludepath /etc/printcap --excludepath /usr/share/man/man1/
monitor.1.gz LPRng-3.8.27-1.i386.rpm

Don't know about yum, but in apt, you can try adding the package to the
Ignore or Hold rules in /etc/apt/apt.conf.
