little offtopic, but
note that there's problems at least with finnish utf-8 locale and Xlib, so 
you won't get unpleasant
surprises..  maybe with Norwegian UTF-8 too.

when trying to run emacs using finnish UTF-8 :

export LC_CTYPE="fi_FI.utf8"
emacs
Warning: locale not supported by Xlib, locale set to C
