Could there be changes to the way that fedora is distributed?

Please look at fedoralegacy.org

There is a place in the fedora ecosystem for something that very well
might fit what you need. The Fedora Legacy project could be what you are
looking for.  It's not exactly the same as what debian does...
but it could very well fit the need you see.
