restarting xinetd

Use the available mechanisms; it's much easier:

	# service xinetd reload

You can watch /var/log/messages if you want.

The problem with stop/start, or restart, is that there is a time when
xinetd is _not_ running and stuff controlled by it can get dropped
or fail to start.
