To elaborate on my oh-so-lucid previous comment:

There's a 1.2.13 tarball available from the Galeon site, dated
2003-11-22.  For a "stable" release, that's a fairly recent update.

The "development" 1.3 tree has been extremely stable for me and has
finally recovered from the unnecessary "epiphanying" that occurred in
the early 1.3 releases.

I don't think an official Fedora galeon-1.3.x package would be too much
to ask.

Oh well, there's always Dag's repo to fall back on.
