paper size printing problem

recently in my client office has to printing to different paper
for printing accounting software in mozilla (using sql-ledger)

the printer itself using 
HP Deskjet PSC-2210 and Epson C-43SX, 
in redhat-config-printer paper size is legal, 
but when any program that specify different paper size differ from 
redhat-config-printer, the result will have more space in the heading(top margin not correct)

so, when wanting print A4 paper should change in redhat-config-printer too rather than
just mozilla, is this normal?

I'm using fedora default(no updates from errata)
