Because the server is under a high load (FC2 Test 1 just came out).

Why can't you use a mirror?  That would fix the problem.

up2date doesn't delete the files it has already downloaded, so you don't
"start over", you just start from the beginning of that file again. 
Again, if you use a mirror you won't have these issues.
