Yes, as has been repeated here and on other RH lists, for legal reasons.
Parts of NTFS are apparently covered by patents held by Microsoft.
Patent law covers any implementation, so _any_ version written for Linux
that isn't license by Microsoft is probably infringing and won't be
included in Fedora.
