Dell have standardized on a Windows EXE that contains the BIOS update image, 
but which can also be run as a 16-bit app under DOS.  It is intended to run 
directly from inside Windows.

I know from personal experience that there's nothing stopping a Linux 
commandline BIOS update either (you might have to power down the system 
manually though after it completes).
