Visual Sourcesafe really doesn't have a server so much as a group of
shared proprietary files that all the clients access.  You can use
SourceOffSite Classic to create a true server for visual source safe. 
Not only does it allow you to access and write to a VSS repository on
the local network, It will allow you to do so from over the internet. 
The bad news is that it is proprietary and pricey.
