Kpackage missing from Kdeadmin - Why, and howto rectify

Somehow I failed to communicate the notion of a "Base" or "foundation".
The base/foundation needs to be more bounded.
Layers on top of that are where the richness should be.

I almost commented on editors.... yea let us bring back ed.
