Up2date fails to update pppd

initscripts-7.53-1 actually *conflicts* with pppd < 2.3.9, rather than
requiring it.  There's a problem with the new ppp package that's
triggering the conflict, but there's also a bug in up2date that's
reporting it as a requirement rather than a conflict.
