If you are looking for a telnet replacement then you use it similar to
telnet.  Make sure sshd is running on the target machine and that you
have an ssh client on the local machine.  

There are many different ways to setup and use ssh.  Besides simply a
replacement for telnet you can use it to tunnel other applications in a
secure way.  Would need more information on what you want to do in order
to recommend how to utilize ssh.

The O'Reilly SSH book is a good resource for many of the finer details
on using ssh.
