Which to use? -ivh, -Uvh or -Fvh.

How can I determine if a rpm file should be
added to the system with an INSTALL (-ivh),
UPDATE (-Uvh) or a FRESHEN (-Fvh)?

Is there a document somewhere that tells
how to make this determination?  I have been
searching the Red Hat web site, but, no luck
so far.

I have tried to use up2date to add the
rpm files to the system, but, I could
not figure out how to make up2date use
local files and not go out on the network.

I had been adding files using -Fvh, but,
I ran into a problem the other day and
had to use -Uvh to get the files added
to the system.
