Security updates will continue for 2 releases after the current
release, and on Fedora Legacy for longer after that, so there is no
compelling need to upgrade for that.  If you want new OS features then
you need to upgrade, I'm not sure how it could be otherwise?  New
software should not be a problem, especially if you have a network of
25 machines with identical environments, because that makes it worth
your while to compile and build (and test) your own RPMs from source
code.
